Abstract: This casenote begins with an overview of water law in Washington. The overview is followed by a description of the Hubbard case, which considered the meaning of "significant hydraulic continuity." Finally, an approach is suggested for meeting the dual goals of conjunctive management to protect the environment and existing rights while maximizing utilization of the state's water resources.
