Abstract: A proposal to use the 50th Anniversary celebration of Instituto Brasileiro de Informação em Ciência e Tecnologia (IBICT) at the Second Annual ISTEC/FAPESP (Fundação de Amparo à Pesquisa do Estado de São Paulo) Digital Libraries Workshop at UNICAMP in May 2005 to make a global announcement that Brazil has joined in the Berlin Open Access Accord. Plans are presented for actions and why this is important.
