Abstract

The purpose of this report was to answer the question, "what are the costs and benefits of adopting the proposed unification charter?" After certain modifications were made to the research design, the UNM Bureau of Business and Economic Research (BBER) did this study on behalf of the Albuquerque-Bernalillo County Unification Commission. The report is organized into five sections: an in-depth analysis of major tax revenue sources; an examination of services provided to residents and businesses; a consideration of the question of subsidies ("who gets and who pays for services"); an examination of how total government costs may be affected by unification; and exploration of a separate service-tax district for the unincorporated area. Appendices include BBER's original research proposal, a list of state and federal revenues shared by the City of Albuquerque and Bernalillo County, and a bibliography of works consulted.
