Abstract
Creates the System of Councils for Development which is the way by which the Maya, Xica, Garifuna and non-indigenous populations can participate in public matters in order to implement democratic development planification. The System's main goal is to organize and coordinate the public administration through the creation of development policies, budget plans and programs to boost public and private interinstitutional coordination.
