Abstract

In most of the countries and as an orientation of several energy international agencies, an integral energy policy must consider, at least, the following subjects: energy security, that includes a rational share of energy imports in total energy consumption, a balanced participation of energy incomes in the federal budget, restitution of non— renewable resources reserves, the accomplishment of basic energy needs for the population, reduction of environmental impacts, diversification of the energy mix, and increasing participation of renewable resources in energy production. Since at least two decades ago, the national energy policy has failed in these objectives. In this paper it is shown the enormous deficiencies of national energy policy that continue to be the same for several decades. It is also shown that the initiatives of law reforms presented recently in the Mexican Senate will accentuate the deficiencies and they will provoke more risks. Finally, the bases of an alternative energy policy are presented.
